Job Description

WORKFORCE DEVELOPMENT SPECIALIST – WORKPATH DIVISION

San Diego | Admin Offices/ Various Partner Sites

$27–$32/hour + placement commissions

Coach individuals in developing and executing career strategies that strengthen their marketability, build confidence, and move them toward meaningful employment.

Manpower's workpath Division is looking for a Workforce Development Specialist who understands that successful workforce development starts with understanding what employers actually need.

We are looking for a relationship-driven professional who can bring together two worlds: the needs of job seekers and the realities of today's workplace.

The ideal candidate has experience in workforce development, recruiting, talent acquisition, human resources, staffing, career services, or a related field—and preferably has hands-on experience participating in the hiring process within a private-sector business.

This is more than a career coaching role. You will work directly with job seekers and employers to create connections that lead to employment

What You'll Do

Coach and Prepare Job Seekers

  • Conduct participant intake, career assessments and employment planning.
  • Develop individualized employment plans and help participants identify realistic career pathways.
  • Provide one-on-one coaching on resumes, interviewing, networking, job search strategies, LinkedIn and workplace professionalism.
  • Facilitate engaging career-readiness workshops in both in-person and virtual settings.
  • Help participants overcome barriers, build confidence and become competitive candidates.

Connect Talent with Opportunity

  • Build and maintain relationships with San Diego County employers to identify hiring needs and employment opportunities.
  • Partner with Manpower recruiters to connect qualified participants with temporary, temp-to-hire and direct-hire opportunities.
  • Help translate employer hiring requirements into practical guidance for job seekers.
  • Coordinate employer panels, mock interviews, career fairs, hiring events and networking opportunities.
  • Develop work-based learning, internship and other employer-connected opportunities.

Bring the Employer Perspective

  • Engage with hiring managers and business leaders to understand their workforce needs.
  • Use your knowledge of recruiting and hiring practices to help participants better understand what employers are looking for.
  • Provide feedback to participants based on real-world hiring expectations.
  • Strengthen the connection between workforce-development programs and the private-sector labor market.

Follow Through

  • Track participant progress, employment outcomes and retention.
  • Maintain accurate case notes and program documentation.
  • Stay connected with participants after placement to support retention and career advancement.
  • Represent Manpower professionally with employers, educational institutions, community organizations and workforce partners.

What We're Looking For

The strongest candidates will bring a combination of employer-facing experience and workforce-development or career-coaching skills.

We'd especially like to meet professionals with experience in:

  • Corporate recruiting or talent acquisition
  • Staffing and recruiting
  • Human resources
  • Workforce development
  • Career services or higher education
  • Outplacement or career transition services
  • Employer relations or business development
  • Employment services or case management

Private-sector hiring experience is highly desirable. We are particularly interested in candidates who have personally participated in recruiting, interviewing, screening, hiring or working with hiring managers.

You should also bring:

  • Strong coaching, facilitation and presentation skills
  • Excellent communication and relationship-building abilities
  • Experience working with diverse populations
  • The ability to build trust with both job seekers and employers
  • Strong organization and follow-through
  • Comfort working independently and collaboratively
  • Proficiency with Microsoft Office and the ability to learn applicant tracking and case-management systems

Required/Preferred Experience

  • 2+ years of experience in recruiting, talent acquisition, staffing, human resources, workforce development, career services, or a related field.
  • Experience participating in the private-sector hiring process—such as candidate sourcing, screening, interviewing, selection, recruiting coordination or working directly with hiring managers—is highly desirable.
  • Experience providing career coaching, workforce development or employment services is strongly preferred.
  • Experience working with employers to understand hiring needs and develop employment opportunities is highly desirable.

If you understand both how people get ready for work and how businesses make hiring decisions, we'd like to meet you!

Manpower embraces diversity - in our workforce, in our strategic partnerships and in the communities we serve.
